Thin white vertical line in full-screen (not just video)

Reported by d...@puzzlefactory.com.au, May 15 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
1. Set Windows to display scaling >100%,
2. Set browser fullscreen on webpage with dark background (and no vertical scrollbar),
3. Cry about white line.

What is the expected behavior?
...no white line?

What went wrong?
Win10 has a setting in Display Properties called 'Change the size of text, apps and other items', which is set as a percentage.
If this is set to 100%, the vertical 1px white line does not appear.

Did this work before? N/A

Chrome version: 50.0.2661.102 Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0
