What steps will reproduce the problem?
(1) Connect Mac to external display
(2) Have Chrome be full screen on external display, with "Hide Toolbar in Fullscreen" enabled.
(3) Click on another window to make the full screen Chrome window non-active, e.g. an app open on the non-external display

What is the expected result?

Chrome window in external display should remain full screen with no address bar or browser UI visible

What happens instead?

Chrome window in external display remains full screen but bottom half (20px or so?) of the address bar becomes visible.

I'm fairly sure this is a regression, probably some time in the past couple of months. This bug does not affect Safari.
