Issue 612048: Bottom half of address bar visible in non-active full-screen Chrome window on OS X

Reported by, May 15 2016

Issue description

Chrome Version : Version 50.0.2661.102 (64-bit)
URLs (if applicable) : All URLs
OS version : 10.11.4
Behavior in Safari 3.x/4.x (if applicable): OK
Behavior in Firefox 3.x (if applicable): Unable to test
Behavior in Chrome for Windows: Unable to test

What steps will reproduce the problem?
(1) Connect Mac to external display
(2) Have Chrome be full screen on external display, with "Hide Toolbar in Fullscreen" enabled.
(3) Click on another window to make the full screen Chrome window non-active, e.g. an app open on the non-external display

What is the expected result?

Chrome window in external display should remain full screen with no address bar or browser UI visible

What happens instead?

Chrome window in external display remains full screen but bottom half (20px or so?) of the address bar becomes visible.

Other information

Screenshot attached. Note this is not cropped. This is a screenshot of the full external screen.

I'm fairly sure this is a regression, probably some time in the past couple of months. This bug does not affect Safari.

I've also seen this behavior for at least a couple of months. I can currently reproduce it on version 51.0.2704.47 beta (64-bit), both with and without the "Hide Toolbar in Fullscreen" option enabled. Attached is a screenshot of Chrome in full-screen mode, unfocused, with the aforementioned option disabled.

I also see that same gray empty bar when I follow the steps about with "Hide Toolbar in Fullscreen" disabled.
