position:relative + background-color makes caret invisible

Able to reproduce the issue on Win7, Mac OS X 10.11.4, Ubuntu 14.04 using Chrome Stable 50.0.2661.102, Beta 51.0.2704.47, Dev 52.0.2729.3 and Canary 52.0.2737.0

Not a regression, issue existing from M30 # 30.0.1549.0 (Official Build 208818)

In CaretBase::paintCaret,
 we call context.fillRect(FloatRect(drawingRect), caretColor) with the value:
drawingRect = (77.0000000, 8.00000000) x (1.00000000, 17.0000000)
caretColor = 0xff0000ee

It means CaretBase 'paints' a rectangle.
Routed to the paint team.

This bug looks like a consequence of the child <a> element having a self-painting
PaintLayer. The parent paints its cursor via BlockPainter::paintObject calling
BockPainter::paintCarets, which is careful to paint children first, but any self-
painting PaintLayer children paint all their phases *after* this one.

Fixing this appears to require painting the caret in a special foreground phase at the end
of the containing self-painting PaintLayers paint, but somehow applying any clips from
above which may obscure the caret.
