Incorrect behaviour on Settings page when navigated through More Tools -> Clear browsing data

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.94 Safari/537.36 Steps to reproduce the problem: 1. Go to More Tools -> Clear browsing data 2. "Clear browsing Data" window opens up in the settings shell(page). 3. Click Cancel or Clear-Browsing-data button. 4. Press browser's back button. What is the expected behavior? Browser's back button should be disabled, while user is on the settings page. What went wrong? Upon pressing the back button, the "Clear browsing history" window reappears. Did this work before? N/A Chrome version: 50.0.2661.94 Channel: n/a OS Version: OS X 10.11.3 Flash Version: Shockwave Flash 21.0 r0 The "steps to reproduce" forms a cycle as long as the user is on the settings page.

This is probably WAI. btw, the correct URL is chrome://settings-frame/clearBrowserData Settings usually opens in a new tab anyway, so the back button isn't super useful outside of navigating backwards through the dialogs opened (the WAI part). However, it's something we'll consider in the routing for MD Settings.
