Service worker devtools reports last-modified date as 1970 |

Issue descriptionI think this is because my sw.js doesn't have a last-modified header. When it comes to the date in this panel, I'm more interested in when it was fetched than it's last-modified date. Use-case: I refreshed the page. Is the current active worker "new", or the one the browser fetched hours ago.
