[FR] Allow user to set default translate language

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.110 Safari/537.36

Steps to reproduce the problem:
1. In future setting, choose [xx] as default translate language
1. Visite a foreign language website
2. Click the translate icon
3. Click Translate

What is the expected behavior?
Website is translated in [xx] language

What went wrong?
Currently, website is translated in current browser's language, which is not always optimal (eg. I have Chrome in French, but 99% of the time I want the content to be translated in English).

To choose [xx] as translated language, I have to click on options in the translate popup, then select the [xx] langage, very unpractical.

Did this work before? N/A 

Chrome version: 49.0.2623.110  Channel: stable
OS Version: 8.1
Flash Version: N/A

Things to do would be : 
1. add new setting to let user select the default language for translation
2. use this language by default when translating ; using will still be able to select another language if required
