Playing media degrades performances for new instances of chromium

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36 Example URL: Any page that plays media (video+sound may be necessary) (Tried with both YouTube[HTML5] and Deezer[Flash]) Steps to reproduce the problem: 1. Open a tab in chromium that contains actively playing media (video + sound) 2. Create a new instance of chromium and go to a website (other than the original website) What is the expected behavior? Performance will stay consistent across instances What went wrong? The performance of the new instance will be sluggish (especially visible while scrolling up and down rapidly), while the original instance playing the media will stay responsive (any tabs in new instance). If you open the same URL in the original instance in a new tab the performance of the original + new instance will be responsive. There is no errors printed to the console while this happens. Did this work before? No Is it a problem with Flash or HTML5? Both Does this work in other browsers? Yes Chrome version: 50.0.2661.102 Channel: stable OS Version: 4.5.4-1-zen Flash Version: Shockwave Flash 21.0 r0 Running on Nvidia GTX 750 with Intel i5-3340
