It's possible for users to be running an older version of the root store (e.g. Windows with authroot updates disabled) or a corrupted version of the stoore store (e.g. OS X with botched upgrades).

To help identify situations where this may be the case, we should try to record the hash of the trusted root store, to determine if there's deviations from the 'blessed' version, which may help further pinpoint errors.
