What steps will reproduce the problem?
(1) Click Back button in Chrome toolbar

What is the expected output?
No focus rectangle at any point while pressing or after.

What do you see instead?
Focus rectangle appears on click / press and hold and does not go away after a click. Esc key does not clear it either.

This seems to be a recent regression. Probably already entered but I could not find a duplicate.
