Download some file on mobile chrome, and kill chrome while download is in progress. 

Now click the resume notification button to resume download, chrome should be now in a mode that has no renderer and gpu process.

open chrome://inspect/tracing#devices on desktop, and connect it to the phone. Although the browser process is running on the device, there is no way to record any trace.
