[css-sizing] Unprefix fill keyword when ready

Split out from  bug 245157 

https://drafts.csswg.org/css-sizing/#width-height-keywords

We unprefixed most of the keywords, except fill. Once the CSSWG says it's ok, we should unprefix that one.
