Allow using ipc on iOS via GN.

IPC is used by Mojo which will be supported for iOS WebUI.

After adding Mojo dependency GN fails on iOS as follows:

[ios] Allow using ipc on iOS via GN.

GYP supports ipc for iOS. IPC is used in Mojo and iOS will support Mojo
for WebUI.
