Snapshot processor/memory/process load before and after benchmarks while bisecting

Project Member Reported by robert...@chromium.org, May 13 2016

Issue description

We are observing some bimodal behavior. If we had something akin to a snapshot of `top` before and after running a test we might be able to discover sources of background noise that might be causing the variation in performance values.

Any update on this?

I am working on this issue. Here is the link to my CL: https://codereview.chromium.org/2031883002/
Hopefully this feature will be extended to jobs other than bisect.

This is an old-ish auto-bisect bugs. This might be fixed with Pinpoint, or it's not going to get fixed. If you disagree with me, please reopen the bug and mark it "Untriaged".
