Enterprise users can't install accessibility extensions

Features like High Contrast and Caret Browsing are currently implemented as extensions, but we just got feedback from a consortium of Canadian banks that their users are not allowed to install extensions but they're upset because some of the users want these accessibility features.

Ideally we should make these features built-in, or make the extensions into component extensions so that they're transparent to the users.
