Run checkdeps for Java code as part of PRESUBMIT.py

We currently check for deps violations in Java code on trybots. (e.g. https://build.chromium.org/p/tryserver.chromium.linux/builders/linux_chromium_rel_ng/builds/227360) It would be nice if we could do the checking as part of PRESUBMIT.py like we do for deps violations in C++ code
