[Mac] [Material Design] Regression: Toolbar is 1px smaller - Omnibox is no longer vertically aligned

Issue description

Version: 52.0.2735.0 canary (64-bit)
OS: OSX 10.11

What steps will reproduce the problem?
(1) Compare the Toolbar in build 392378 with build 392386 

What is the expected output? What do you see instead?
On Non-Retina the Omnibox is no longer vertically aligned. 

Please use labels and text to provide additional information.
A screenshot is attached. Left build 392378, right build 392386
