Pending download dialog should only be shown when in-progress downloads are non-continuable

Currently any non-dangerous in-progress download counts for blocking shutdown via the pending download dialog. Once downloads resumption is on by default, Chrome should only count non-continuable downloads before showing the pending downloads dialog.
