Regression: Print preview is not complete for permission.site page.

Chrome Version: 52.0.2735.0 Revision 9d255f0ca75efea1773fcb718c368a7a6bc4bba4-refs/heads/master@{#393409}(32/64 bit)
OS: Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to http://permission.site/
(2) Click on 'Fullscreen' button, then give Print command 
(3) Observe the print preview page.

Print preview is not seen complete.

Print preview should seen properly.

This is a regression issue, broken in 'M-51', below is bisect info:

Good Build: 51.0.2700.0
Bad Build: 51.0.2701.0

This is expected behaviour - fixed position elements repeat on each page of paged media.
