Snippets not fetched if pending sign-in request (new installs)

Issue description

What steps will reproduce the problem?
(0) Sign in to a Google account on Android.
(1) Install new Chrome/Clankium.
(2) Ignore Android's prompt on "Sign-in request".
(3) Enable NTP snippets via flags.
(4) Open chrome://snippets-internals, list www.cnn.com and click "Add snippets"

What is the expected output?
I'd expect unpersonalized snippets.

What do you see instead?
Fetch error due to oauth issues.

Hope to address it next week. 
Need to discuss what is the expected behaviour.

I am personally not sure we want to serve non-personalized snippets before the user accepts the sign-in request. Any opinions, Patrick?
 (I do not know if I can tell whether auth is blocked on the user or on network delays, etc. If we fallback to non-personalized in this case, it may happen that non-personalized snippets are downloaded in seemingly random moments of time when the phone is just signing in.)

Thanks for filing. Snippets are only supported for signed-in users at this point.
