Regression:Report an issue window gets automatically closed at second instance.

Issue description

Version: 52.0.2735.0 dev
OS:  Ubuntu 14.04,

What steps will reproduce the problem?
(1)Navigate to chrome://help>>click on Report an issue button>>Uncheck "Send system information" check box and click on send feedback button.
(2)Once again navigate back to chrome://help page>>click on report an issue button and Observe for the window.

Expected:Report an issue window should open. 
Actual:Instead window automatically get closed.

This is an regression issue broken in M52.

We don't have Report an issue in chromium builds.
Hence providing manual bisect info.
Good Build:52.0.2730.0 dev 
Bad Build:52.0.2733.0 dev

Able to reproduce this on the latest canary(52.0.2735.0) on Windows-7 as well. Worked fine on Mac OS 10.11.4.

I kept the Chrome installation as default browser on all the OS and was able to repro this on Windows-7 and Linux Ubuntu 14.04.

Unable to find the exact suspect from the Changelog and update the tool bisect as Chromium doesn't support 'report an issue'

I'm unable to reproduce this on Windows 8.1 or Windows 10 (Fast-ring preview builds). This is with Canary 52.0.2735.0 or Chrome dev builds.

Issue is seen Win 7,Mac 10.11.4 on Canary as well as Dev build equivalent to canary 52.0.2738.0.Please find the screen cast for the same.

Odd, I'm now able to reproduce this. It now reproduces even without unchecking "Send system information" and clicking the Send button.

Just select Report an issue from the Help menu directly, close the dialog, and then select it again from the Help menu. Wait a moment after it shows and it will then disappear.

The Render process is being reported as dying, which kills the dialog (which is an extension itself).
Please get this resolved before M52 hits beta(tentatively - last week of May).
The issue still persists on 53.0.2746.0.
Allen, could you please prioritize and have a fix ASAP. We are close to M52 Beta promotion - 05/31. 
The latest Canary (53.0.2750.0) doesn't seem to exhibit this behavior. At least when I follow the original steps.

Repeated steps mentioned in comment#0 on latest version- 53.0.2751.0. Unable to repro this issue. i.e;Report an issue window doesn't close automatically at second instance.
