What steps will reproduce the problem?
1) Launch chrome open NTP and go to devtools.
2) Now open emulated view and select any device (Ex. Nexux 5X) and select Landscape view.
3) Now resize the devtools window to LHS and observe the device

Actual : Inner Screen of device goes out of device frame after resizing devtools window.
Expected : Inner Screen of device should not go out of device frame after resizing devtools window.

This is a regression issue broken in 'M-52' and below is the manual regression and Narrow bisect info:
