Non-Regression: Rulers are seen overlapped with the Device Frame

Issue description

Version: 52.0.2735.0
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome -> Go to any page(Ex: chrome://apps)
(2)Now Press F12 to open Dev tools->Click on "Toggle device toolbar" -> Select any Device ->Now click on "More options" from device toolbar
(3)Now click on "show" -> Select "Device Frame" option and also "Rulers" Option and now observe 

Expected: Rulers should not be overlapped with the Device Frame
Actual: Instead Rulers are seen overlapped with the Device Frame

This is Non-Regression Issue as "Device Frame" option is introduced from 52.0.2735.0 Build

Able to reproduce the issue on windows 7, Mac 10.11.4 using chrome version 52.0.2735.0
Status: WontFix (was: Assigned)
