Implement disk-based cache for WebP images

As part of  issue 597807 , a simple in-memory caching feature was added to blimp. However, it was an ever-expanding in-memory cache.

We should instead have a disk-based cache, where the client tells the engine what's part of its cache.

My plan was to start on this right after finishing porting the standalone APK to the new public client API ( issue 651964 ).
