Capture should be global, not per display

Mus currently tracks capture at the WindowManagerState level. This means a capture on one display doesn't effect other displays. Capture needs to be global, not per display.

Status: WontFix (was: Untriaged)
WindowManagerState applies to all displays, so this isn't an issue anymore.
