OSX top-chrome-md button hover is nearly impossible to see with light themes |

Issue descriptionChrome 52.0.2734.0 OSX 10.11.4 What steps will reproduce the problem? (1) Install a light Chrome theme ([1] or [2]) (2) Hover over an active back/forward/refresh/settings button. (3) Click. What is the expected output? The hover should be visible in (2), and there should be an additional color change for feedback when you click (3). What do you see instead? In the case of theme [1], the hover has a color contrast that rounds to 1:1 [3]. CCing aboxhall@ since this could be considered an accessibility issue (but I can't judge how severe). estade@chromium.org, could you triage?
