Issue description

The blame list is https://chromium.googlesource.com/chromium/src/+log/92470a6f2adb61d03555fab6ff5cd0ba44cbaf48%5E..933e2b64178778ad63eadcf560129400c7f273d9 but I cannot see anything obvious.

I have also compared the triggering build with the previous one and both use the same WebRTC revision (#12669), so it must be a Chromium change that triggered this.
