can't view PDF page 2

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.36 Safari/537.36

Steps to reproduce the problem:
1. open http://citeline.fr/assets/ligne/2/Ligne3_2016_BD.pdf; or attachment
2. page down, scroll, reduce zoom

What is the expected behavior?
see page 2 (work with foxitreader 7.3)

What went wrong?
can't see page 2

Did this work before? N/A 

Chrome version: 51.0.2704.36  Channel: beta
OS Version: 6.3
Flash Version: disabled
