Translate should not trigger on google top level domains

Issue description

Navigate to google.com while in France using a device configured for the US.

* I'm redirected to google.fr (why?)
* google.fr is in French (Double why? my device language is set to english!)
* Translate offers to translate google.fr into english!

At a minimum translate should not trigger there.

This is working as intended I think.

The redirection from google.com to google.fr is not controlled by Chrome but by search team that has decided that they want to serve the page from the country specific page and decided to ignore Accept-Language as "mostly incorrect".

The translation bar identifies the different languages and offer translation as expected.
