Put "Get more extensions" at the top, not the bottom

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux i686) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.94 Safari/537.36 Steps to reproduce the problem: 1. Go to chrome://extensions/ 2. Look for "Get more extensions" What is the expected behavior? Be able to find "Get more extensions" What went wrong? It may be buried under hundreds and hundreds of extensions. WebStore page: chrome://extensions/ Did this work before? N/A Chrome version: 50.0.2661.94 Channel: n/a OS Version: Flash Version: Shockwave Flash 20.0 r0 Putting it at the top means that it will always be where you expect it. Not buried at some unknown depth that one might not dig up before giving up an assuming there is no way to get more extensions. Same with "Keyboard shortcuts". Nowadays ones extensions might not all fit on one screen!
