Tooltip doesn't appear for 'Open tabs' option on 'chrome://settings/syncSetup' page.

Issue descriptionChrome Version: 51.0.2704.47 (Official Build) 23ee1b3315bb84717e9a03a7f4a6dcc066823ee0-refs/branch-heads/2704@{#513} 32/64-bit. OS: Windows(7,8,10), Mac(10.10.5, 10.11.4), Linux(Ubuntu 14.04 LTS) What steps will reproduce the problem? 1. Launch chrome and sign in to chrome with valid credentials. 2. Go to chrome//settings page and click on 'Advanced sync settings' button. 2. Now, hover the mouse pointer on 'Open tabs' option and observe. Tooltip doesn't appear for 'Open tabs' option. Tooltip should appear for 'Open tabs' option. Note: Tooltip is appear for all the options except 'Open tab'. This is a non-regression issue, seen from M-30 series. Kindly review the attached screen-cast for reference.
