Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.75 Safari/537.36 Steps to reproduce the problem: Immediately after opening Chrome, modify any of the settings quickly before sync is complete. For example, change the setting "On Startup" from "Open New Tab Page" to "Continue where you left off". When sync is complete, whatever change you made will be overwritten by the synced data from the sync server. What is the expected behavior? The synced data is not supposed to overwrite freshly-made local changes What went wrong? Local changes was overwritten by sync Did this work before? N/A Chrome version: 49.0.2623.75 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 21.0 r0
