Regression: Cancel and Send feedback buttons overlap on the contents of the Report an issue window on resizing the window.

Issue description

Chrome Version       : 52.0.2733.0 (Official Build)
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open wrench menu.
(2)Click on Help >> Report an issue and resize the window(make the size of the window smaller than it actually is)
(3)Observe the Cancel and send Feedback buttons.

What is the expected result?
These buttons should not overlap on the remaining contents of the page.

What happens instead?
Cancel and Send feedback buttons overlap on the remaining contents of the window on narrowing the window.

This is a regression issue broken in M-52.

Note: Unable to resize the Report an issue window on Windows OS.

Able to reproduce the issue on Linux Ubuntu 14.04 using chrome version 52.0.2734.0.
Adding the stable blocker as this is regressed in M52.Please feel free to remove is not required.

Note: Unable to provide the narrow bisect because the invoked chromium builds do not have the Report an issue window.

Unable to find the suspect form the changelog. Any help in assigning the issue is appreciated.

I have re-tested the issue on chrome version 53.0.2747.0, I am able to re-size the 'Report an Issue' window on Ubuntu 14.04 and the issue is still reproducible.

@rnimmagadda: May I know on what OS you have tested this.Because on windows, as I mentioned above, the 'Report an Issue' window is not re-sizeable.

This is related to my change. However, the feedback window should not be resizable in the first place on any platform, and I'm unable to reproduce on Ubuntu 14.04. Can those who reproduced this please provide further information on your Linux configuration (e.g., Window Manager, Desktop Environment, etc.)?

Reproduced on 64-bit Ubuntu Linux, both 14.04 and 15.04, for instance with chrome version 52.0.2743.6. I'm using standard Ubuntu Unity window management, I haven't changed anything afair.

Steps:

1. Start chrome
2. ALT-SHIFT-I to open the feedback dialog
3. Grab the bottom edge of the dialog and drag it up to make the dialog smaller.

Notice the buttons move with the bottom edge overlapping other content.

So the window manager is Compiz, I guess.

It appears there's an outstanding issue with resizeable=false not being respected in Unity. Merging, and pinging that thread.
