Regression:Weird overlapping of contents is seen after clicking on lock icon from google dashboard.

Issue description

Chrome Version:52.0.2733.0 (Official Build)Revision f6f63a8db446f2114984ca8e48c28097155bb0e3-refs/heads/master@{#393005} (64-bit)
OS:Mac(10.10.5)(10.11.4)

What steps will reproduce the problem?
1.Launch chrome and login into browser with valid credentials which large number data like history,bookmarks etc
2.Click on 'google dashboard' click on lock icon of synced data and observe.

Actual: Weird overlapping of contents is seen after clicking on lock icon from google dashboard.

Expected:Overlapping of contents should not be seen after clicking on lock icon from google dashboard.

This is a regression issue broken in 'M52' and will soon update other info.

Similarly issue is seen on other site with following steps:
1.Launch chrome and navigate to https://news.google.com/ , yahoo.com
2.Reload the page 2-3 times and observe.


Manual regression range:
Good Build: 52.0.2730.0
Bad Build:  52.0.2733.0

Narrow bisect:
