MD: Popup title drawn with an incorrect background color

Issue description

Version: 52.0.2729.3 dev
OS: 10.11.4 (15E65)

What steps will reproduce the problem?
(1) Open a popup window with the default theme

What do you see instead?
The window's title is drawn with an incorrect background color.

I'm not sure where the code lives for drawing the title.

Why do you think it's our code?

Perhaps we're painting the back of the window, but the system is drawing the title with the background color that it's expecting to match the window but doesn't.

It's probably time to break out Hopper or IDA.

I think it's our code because I find it hard to believe that the Appkit would use the right window titlebar color but somehow the wrong color behind the textfield. I also note that a normal Cocoa window titlebar has a gradient but this one is flat.
