garbage content while scrolling down

On Mac/Linux, with ToT build, run with --enable-unsafe-es3-apis, go to

https://www.khronos.org/registry/webgl/sdk/tests/deqp/functional/gles3/texturespecification/teximage2d_align.html?webglVersion=2&quiet=0

scroll down and see garbage content.

Not sure about Windows.

See attached screenshot.  Can reproduce 100% of time.
