Arrow keys selecting pinned apps when shelf is vertically aligned

What steps will reproduce the problem?
(1) Set Shelf position to either Left or Right.
(1) CTRL + F1 until focus is on Launcher icon.
(2) Using Up/Down keys to select pinned apps.

What is the expected output?
TAB selecting works fine.
From UX friendly consideration, we probably want up/down arrow keys to select pinned apps.

What do you see instead?
Only left and right arrow keys can be used to select pinned apps.
