getUserMedia doesn't work in Panels

Issue description
UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36
Steps to reproduce the problem:
0. Enable experimental panel feature in chrome://flags
1. Create Chrome Panel via chrome.windows.create({type: 'panel'})
2. Try to run navigator.webkitGetUserMedia({audio:true})
You can do so by installing usinghttps://chrome.google.com/webstore/detail/panel-tabs/cafiainadjhopgdkmgcjiokknjkbhbha/
and open websites like https://appear.in or https://talky.io which uses GetUserMedia to access audio stream.
What is the expected behavior?
GetUserMedia should work in Panels
What went wrong?
It doesn't work
