Determine causes of HttpCache validations

It's helpful to understand why the cache validates its entries. If it's frequently due to stale entries, perhaps prefreshing would be helpful.

[HttpCache] Measure causes for cache validation requests

This CL adds metrics for the causes of validation requests, and breaks them down by resource type.
