Issue descriptionVersion: 52.0.2730.0 OS: Ubuntu 14.04,Windows Pre condition: Enable 'new gaia password-separated sign in flow' flag from 'chrome://flags' What steps will reproduce the problem? 1) Launch chrome, click on avatar icon in top right corner and click on 'Sign in to chrome' button. 2) Now click on 'More options' drop down list and try to select the option "Create New Account" and observe for focus Actual :Focus should be seen for Option "Create New Account" when mouse is hovered on it Expected: Instead Focus is not seen for Option "Create New Account" This is a Non-Regression issue seen as the above mentioned flag is seen from 48.0.2529.0
