Non-Regression: Autoscroll is not working in wifi settings list

Issue description

Version: 51.0.2704.42/8172.28.0 (Official Build) beta-channel daisy,peppy,quawks
OS: chrome os

What steps will reproduce the problem?
(1) Go to settings >> In internet connection section ,click on Wifi network so that list of networks is shown[Make sure you have more than 6 networks to connect so that scroll bar is seen 
(2) Now hit down arrow from keyboard 6 times and observe selection on 7th network

Expected: On hitting down arrow if 7th item is present focus should move to that item and scrollbar should auto scroll.

Actual: Instead auto scroll doesn't work.

This is a Non-regression issue as it is also seen in 48.0.2564.108/7647.76.0 stable channel daisy

Able to reproduce the issue on Blaze using chrome version 51.0.2704.42/8172.28.0
Components: -Blink>Scroll UI>Settings
This looks to be all custom UI; not a blink issue.

This is custom UI that is being replaced with chrome://md-settings which should have standard polymer behavior.
