Regression: In chrome://version, on deselecting Hindi text, top part of text gets chopped.

Issue descriptionVersion: 52.0.2730.0 (Official Build) 3a85b1c8884d4a28f86a69df86183b51018b8245-refs/heads/master@{#392504} (32/64-bit) OS: Windows (7,8,8.1,10) What steps will reproduce the problem? 1) Launch chrome, go to chrome://settings, from 'Language' section change the browser language to 'Hindi'. 2) Restart the browser, go to chrome://version and change the page zoom level to 200%. 3) Now select the text in first line by clicking three times on it and then click anywhere on the page. 4) Observe the top side of text of first line. Top side of text gets chopped. Top side of text should not get chopped. Unable to reproduce the issue on Windows 10 with chrome #61.0.3144.0, on 200% zoom for Hindi language, no text chop is observed. Adding the screen-casts for reference.
