Chrome app windows appear off screen

Issue descriptionChrome Version: Version 50.0.2661.91 (64-bit) Platform 7978.66.3 (Official Build) stable-channel gandof Firmware Google_Gandof.6301.155.9 What steps will reproduce the problem? (1) Reboot Chromebook (2) Apps launch (3) Some of the apps continually launch off screen What is the expected result? For apps to only be within the desktop area and not out where they cannot be completely viewed... What happens instead? See screenshot. Apps like Hangouts, Google Music, Calendar, and even normal browser windows may open and appear off screen unless those apps are "maximized" to fit the whole desktop.

Every reboot my apps launch and end up halfway out. It doesn't matter if I drag them and close them from the other side of the screen, middle of the screen, etc. It doesn't remember their exact location -and- will open them partially cut off. Hangouts, Music, Gmail, Calendar, Keep, etc., all affected.

I think this is another example of Issue #602661 . ( Issue #607558 seems similar and has already been marked a duplicate)
