"git cl upload -s" should allow the addition of the personal message to reviewers

When doing "git cl upload -s", there is no way to add a personal message to reviewers.

For example, I'd like to add to the email that is sent:
"
joe@: Please review changes in chrome/foo
smith@: Please review changes in chrome/bar

Thank you!
"
