DevTools: Option to hide discarded CSS properties in SSP

Issue description

Let's add a toggle to the SSP that shows or hides discarded CSS properties in the Style panel. Discarded properties are usually useless in the Style panel, so it makes no sense to show them all the time.

Compare the two screenshots attached.

This will also hide misspelled properties, right? This seems harmful.
Couldn't we hide discarded properties only if they have no warnings? As I recall if a property can't be understood a warning signal is displayed. We could use that to trigger a forced display so they are always visible to the user regardless of this setting.
