DevTools are not available

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.112 Safari/537.36

Steps to reproduce the problem:
1. Click the Menu button
2. Go to the Tools submenu
3. Developer Tools are not available = disabled there

What is the expected behavior?
Developer Tools must appear after F12 clicked or from the Tools menu but they are not

What went wrong?
By some reasons the Dev Tools are disabled in Chrome and to enable them I have to remove the 'Default' folder from the /AppData/Local/Google/Chrome/User Data/ - after that I can see the Dev Tools. I was trying to find the DeveloperToolsDisabled registry key but it's not in not exists in the regystry

Chrome version: 49.0.2623.112  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0

Status: WontFix (was: Unconfirmed)
Sounds like Developer Tools might have been disabled by the enterprise policy --  this is working as intended.
