In Set up chrome page, on middle clicking any hyperlink focus shifts to newly opened tab.

Issue descriptionVersion: 52.0.2730.0 (Official Build) 3a85b1c8884d4a28f86a69df86183b51018b8245-refs/heads/master@{#392504} (32/64-bit) OS: Windows (7,8,8.1,10), Mac (10.10.5, 10.11.4), Linux (Ubuntu 14.04 LTS) URL: chrome://chrome-signin/?access_point=0&reason=0 What steps will reproduce the problem? 1) Launch chrome, go to above URL, middle click on 'Learn more' link and observe. On middle clicking 'Learn more' link, focus shifts to newly opened Learn more tab. On middle clicking 'Learn more' link, Learn more tab should open but focus should be on 'Set up chrome' page.
