Link target in Shadow DOM unexpectedly works

If link target (<a target="...">) is in shadow DOM but the anchor
is in document, the link should not open in an iframe in shadow DOM.

If you click on "Click!" to follow the link, it tries to open
the same URL in the iframe in shadow DOM (named "shadowFrame").
