Issue descriptionChrome Version : 52.0.2730.0 (Official Build) OS Version : Ubuntu 14.04 What steps will reproduce the problem? (1)Launch chrome and open Devtools on any page. (2)Click on Customize and control >> more tools >> Rendering settings. (3)Observe the line between 'Scrolling Perf...' and 'Emulate CSS...' settings. What is the expected result? A line should be present between the two. What happens instead? The line appears on resizing the tab upwards and disappears on dragging the tab downwards.It disappears when there is a scroll bar on the tab. This is a regression issue broken in M-52.
