[Android][Meta] Address user feedback on Keyboard and layout changes from M49 release

Project Member Reported by dah...@chromium.org, May 11 2016

Issue description

Several users are reporting issues accessing and using the keyboard after the recent update. Not all of these are necessarily talking about the same problem and sometimes the translation makes it hard to understand the issue, but it seems like we have regressed something when it comes to triggering the keyboard.

Unable to switch Chinese input method After updating

Quick, but now frustrating Before the UI redesign this was perfect. Now I find it clunky. Why not give options to start the app grabbing fullscreen or (preferably) not? Maybe the option to prevent the keyboard/mouse bar from hiding, as it can be clumsy to bring back up. I use this far less now than I did before the redesign. Response is still quick. but I miss the previous version.

Why not use the Chinese keyboard Easy to use distal APP, but how simple Chinese keyboard no way to use it?

How to pull out keyboard?

You had a gem there guys. Then you messed it up for unknown reasons. Can we please have the previous, more efficient UI back? You don't need to 'fix' something that's not broken.

Update can not fight Chinese Update can not fight Chinese

Use to love it. Now I can't get this new top menu to pop down half the time to access the keyboard.

Why is it harder to get to the keyboard after update ?

Worked great. Until now. It won't let me type text anywhere. Chrome as well. Thanks. Please fix.

It was good but ruined since the last update I worked well even without sound q but was now only see the screen and do not let me do anything or keyboard or mause. It would be nice wing back previous vercion where I worked but aki play store no option to return to the previous DepNet.com for download.

was excellent untill update keyboard don't work anymore. Samsung edge plus and Samsung note 3

Semi-reliable repro steps seem to be:

* Show keyboard.
* Wait until the tool-bar hides.

There is now no way to get the tool-bar. In some cases, dismissing the keyboard in this state makes it impossible to get it back.

Looking at the app store comments, I think there are a couple of different issues (potentially):
- User cannot input Chinese via IME
- User does not like auto-hide UI
- User has difficulty bringing down top menu with keyboard visible

After talking to Sergey about the repro above, it sounds like a bug I fixed in M51. I will take a look and see if that change made it in.

Just tried inputing Chinese via IME on a Mac host and it works. It doesn't work when I try it with Goobuntu host. Looks like its either the problem of the me2me host or the Goobuntu Linux.
