Use element's background color as gutter when making it fullscreen.

Issue description

We had been always using black as the gutter (around the outside of the first frame before the renderer had a chance to re-render as fullscreen). It was recently switched to use the page's background, which in the case of embedded youtube videos causes it to flash white, depending on the page.

It would make more sense to use the background color of the element that's being fullscreened as the gutter color, or black if it doesn't exist.

Would this be the same white guttering we're seeing on Android for fullscreen video orientation changes? See attached video. If we could make the gutter black, the transition would look much better.

If it's the same issue, I think we should bump the priority because this makes YouTube look pretty bad.

Note: to repro this you need to be using the Unified media pipeline (--force-fieldtrials=UnifiedMediaPipelineTrial/Enabled).

I suspect there's the same underlying cause, though the exact code to draw the gutter is different. I've improved the issue in r393112 by forcing the background color to be black when a tab is fullscreened. It's possible we could do something similar on android.
